It would be great if we could at least turn the fan off when the box goes into suspend.

I am wondering if the boxee box would be able to hibernate instead of suspend to reduce power consumption and still be able to resume to the previous user state.

The CE4100 does not support any of the power saving modes/states, just "On" and "Off".

So why can't boxee play some black h264 and utilize the power savings? It's dumb, but it's less power than the current standby mode. Or, they could remove "standby" and put in a "reboot" option - because we all know we need a proper reboot on the box.

CE4100 does not have suspend/sleep or clock scaling, but it does support HALT and other portions of ACPI.

The bug here is that idle CPU utilization is very high, even when in standby mode. The bug is arguably present when browsing media library as well, this is just one way that it manifests itself.
